US Considers Sending Attack Helicopters to Iraq

As Carter briefed the Armed Services Committee on the U.S. strategy against the militants, Secretary of State John Kerry spoke with members of the Senate Foreign Relations Committee behind closed doors on the same issue, just days before heading to Vienna for multilateral talks on Syria.

In testimony to the Senate Armed Services Committee on Tuesday, Carter described changes in approaches to what he called the three "R's".

Carter told senators the United States is focusing on the IS stronghold of Raqqa in northern Syria and will boost support for rebels fighting the jihadists.

The advisers in Iraq would help with the Iraqi army with specific operations, such as retaking the key city of Ramadi, seized by IS this past spring.

He said the USA also hopes to better equip Arab forces battling the Islamic State group and to further bolster Jordan, a neighbor of Iraq and Syria which is flying missions as part of the anti-IS coalition.

While he said ISIS must be militarily defeated, Carter said that the administration is still interested in seeing Syrian President Bashar al-Assad replaced.

For Obama and Carter, though, doing something - even if it isn't enough to generate immediate battlefield victories - may be preferable to the status quo.

Specifically, the USA military will support Syrian opposition forces as they engage in more aggressive fighting in Raqqa, where ISIS has declared its capital in Syria. "And, in the case of Master Sergeant Wheeler, it cost him his life", he said of the Delta Force commando killed in the early Thursday raid on an ISIS prison near Hawija, Iraq.

Carter said the USA approach to removing Assad has been mostly a political effort.

Dunford said, "I think the balance of forces right now are in Assad's advantage".

"What (the Islamic State) did... sent a shock through the system, " said Shawn Brimley, a former White House and Pentagon official who is now executive vice president at the Center for a New American Security.
