Because a significant percentage of the population is passed the buck in high school and cannot read. They cannot pass basic math, reading, science and other tests but receive a high school diploma others had to earn the hard way. Considering that some of these people have ADHD, depression, dyslexia and mental disabilities, it is obvious that functional illiteracy can be fought. I am not blaming the illiterate. Functionally illiterate people should be listed as illiterate, not included as part of the actually literate percentage of the population. And they shouldn’t graduate till they can pass basic tests and finish their courses. The company assumes that someone else wrote the answer and information.
