Kenyan troops smuggling sugar from Somalia

In the port city of Mombasa, further south, a regional official said security forces were on alert for suspected militants who had fled Boni Forest area.

Reportedly, these taxes are split between the Jubaland Ras Kamboni Brigades and Al-Shabaab, according to the United Nations monitoring group while Al-Shabaab is estimated to make Sh10 billion ($100 million) from charcoal and Sh1.

A report by a local watchdog group says Kenyan troops in Somalia are heavily involved in the smuggling of about 150,000 tons of sugar a year into Kenya.

According to the report, the Kenya army is collecting taxes from charcoal exports, in a trade that is worth $350 - 400 million.

Of the $3, KDF takes $2, the loaders at the port and journalists said, with the balance divided between Jubaland and al-Shabaab, says the report. Al-Shabab has moved from one illegal business to another, with activities in illicit ivory, smuggled charcoal, kidnapping, piracy ransoms, racketeering and even fake charity drives, according to the NY Times.

"We categorically refute and reject the allegations of compatibility in the illegal charcoal trade in Somalia", she said, adding that allegations were aimed at ridiculing the force.

In the years since, Shebab attacks in Kenya have grown in number and scale - including the killing of at least 67 people at Nairobi's Westgate Mall in 2013 and the massacre of 148 people at a university in Garissa in April - with the militants saying the attacks are retaliation for the Kenyan military presence in Somalia and "war crimes" committed by Kenyan troops.

Al-Shabab lost control of Somalia's capital Mogadishu in 2011, but the group has remained a potent threat in the Horn of Africa country. It said the network enjoys the protection and tacit cooperation of leaders at the highest echelons of the executive and parliament.

"The hideouts have already been destroyed and the weapons handed to the government, " he said.

The USA government said Ma'alim Daud is responsible for al-Shabaab's planning, recruitment, training, and operations against the Somali government and Western targets. "(The) Somalia authority themselves appreciate that there are so many makeshift ports that are unpoliced", said Col Obonyo. Felbab-Brown, writing in June in Foreign Affairs, argues the incentive to get out of Somalia- or fully defeat al-Shabaab - dims with every passing day.
