GOP's budget veto override fails in Pennsylvania Senate

Depasquale says on top of borrowing, a few schools are withholding payments to retirement funds, postponing hiring, and delaying staff paychecks.

He predicted that if a budget is not reached by Thanksgiving, another 54 districts could be forced to borrow a total of about $250 million more. He said two York County districts - York City and South Eastern - might need to borrow money in November if there is no state budget by then.

"At a minimum, this is a significant distraction for our schools, and at its worst, it's a down right emergency", Depasquale said.

School officials from across the state expressed their frustration about the situation earlier on Wednesday to a panel of Democratic senators, who admittedly were just as frustrated and embarrassed about the situation the impasse has created for schools.

He took a few delight in knowing that his district was able to negotiate a better interest rate than ones that three legislative caucuses received for their bridge loan.

A successful override requires 33 of the Senate's 49 members, but all 19 Democrats voted against it. Wolf on September 29 vetoed the $11 billion Republican spending package that sought to release billions in federal dollars. "I don't understand why anyone would vote against authorizing a temporary stream of funding until a budget deal is completed".

Several school superintendents were in the Senate chambers on Wednesday to see the override measure fail, according to Marc Levy and Peter Jackson of the Associated Press, leaving many districts and social service providers on the financial brink. He called on them to "stop protecting the... status quo and work with the governor on a no-gimmicks, comprehensive plan to invest in our schools".
