Bonn climate talks fail to narrow rich-poor divide

"We now have a Party-owned text that is balanced and complete".

Following five days of negotiations a revised draft text for the Paris agreement was published. "None of us are dispensable", Giza Gaspar Martins, chair of the Least Developed Countries group said on the sidelines of a Chatham House event on Tuesday.

Lead author Malte Meinshausen of the University of Melbourne said that if either the European Union or the USA would pioneer and set a benchmark for climate action by others, the negotiation logjam about fair burden sharing could be broken. "This unprecedented breadth and depth of response reflects the increasing recognition that there is an unparalleled opportunity to achieve resilient, low-emission, sustainable development at national level". Instead, she said, it will need to include the tools to ratchet up emissions cuts in the future.

Pakistan is set to miss submission deadline for its intended nationally determined contributions (INDCs) as the prime minister has yet to approve its final draft.

"Much time has been lost in the process and this is going to make arriving at a Global Climate Change Agreement in Paris even more challenging", said Chandra Bhushan, Deputy Director General, Centre for Science and Environment (CSE).

Both India and Africa also welcomed that COP22 on Climate Change will be held on African soil in Marrakesh, Morocco in 2016 and agreed to work together to ensure that the concerns of developing countries are met.
