European Union risks 'falling apart' over migration crisis: Slovenia's PM

Europe is contending with its largest population movement since World War II, with nearly 700,000 migrants and asylum seekers arriving by sea this year - many of them from war-torn Syria.

"But also very important is to help Syria's neighbouring countries, where there are around 4 million refugees", said UNHCR spokesman Babar Baloch.

In Greece alone, he said, Athens promised that the reception capacity will be increased to 30,000 by the end of the year, with the United Nations providing capacity for 20,000 more, the Associated Press reported.

A few 50,000 places will be created in Greece and another 50,000 on the route through Balkans countries such as Macedonia and Serbia, he added.

"The challenge now is to slow down the flow of migration and to bring our external borders under control".

Interior Ministry spokesman Domagoj Dzigulovic said Sunday that the number of people who crossed into the country on Saturday was the highest in a single day since migrants started coming to Croatia in mid-September. "No registration, no rights", he said.

"Europe must show it is a continent of values, a continent of solidarity", said German chancellor Angela Merkel.

The reception places, to be provided with the help of the UN's refugee agency, the UNHCR, will be vital to providing shelter, registering the migrants and helping better manage the flows, he said.

"Today we need a dialogue and talks among Balkan leaders to avoid unnecessary possible misunderstandings and tensions in the whole region".

Serbia's prime minister is calling for a "comprehensive solution" to the migrant crisis at the upcoming summit of several European Union and Balkan nations.

In the latest evidence of states' sluggish response to Mr Juncker's demands for action, the European Commission revealed last night that just eight out of 28 member states had volunteered emergency equipment and experts to address the crisis, a month after they were asked to come forward with offers. Mr. Cerar has previously raised the possibility of building a fence along its border, similar to what Hungary has done, but he declined early Monday to specify the measures he was considering now.

Hungarian Prime Minister Viktor Orban was unrepentant, describing his country as an "observer" in the crisis since the border closures and that he had no advice to give other leaders.

Fleeing war and oppression to seek a new life in Germany and northern Europe, refugees have continued to come through the western Balkans and have shifted west into Slovenia after Hungary's border fencing was completed.

The Slovenian government has accused Croatia of deliberately dumping thousands of migrants on the border.

"I try to sleep when we are on buses and trains", he said. Will we put them in jail?

As the leaders were meeting, Slovenia announced that it was expecting a record 15,000 migrants to arrive from Croatia on Sunday.

For the people of Rigonce and nearby villages, the last week has been bewildering, as their quiet rural lanes and skies have been taken over by thousands of migrants, military and police trucks and helicopters, and TV satellite vehicles.

German authorities say three people were injured when a fight broke out over religious differences between two groups in a home for asylum seekers. "It would take an hour per person to take their fingerprints, biometric data and picture", Mr. Grundnig said. "But we know they don't stay". Most are aiming to get to Germany or Scandinavia. "They know that if a mass of people gets up and leaves, there is nothing to stop them".

Juncker said the leaders all committed to "refrain from taking unilateral decisions whose effects are inevitably borne by others".
