New migrant bottleneck develops in Europe's migrant crisis

Shortly after midnight, a refugee train came from Tovarnik to Čakovec with about 1,800 migrants. Ministers said registration of refugees must speed up so that there are no delays in the transfer of migrants toward Western Europe.

Separately in Greece, the country's coast guard said it rescued over 2,500 people in dozens of incidents in the eastern Aegean over the weekend as Europe's refugee crisis continues unabated.

"We are prepared to work together against illegal migration and against people traffickers who exploit helpless people", Davutoglu said.

Hungary, citing security concerns, has closed its borders with Serbia and Croatia, forcing migrants to switch to a slower route via Slovenia.

Slovenia's army was also called in to help police deal with thousands of refugees and migrants.

Simultaneously, trucks arrived in the towns of Madaya and Zabadani, where insurgents are holed up in a mostly government-held area near the Lebanese border. Pinos says refugees "have been waiting here for many hours and they are exhausted".

It's the second refugee wave reaching the country in a month. "We are anxious they will close the border, but we are also anxious about winter. I am in favor of our doing this".

On reaching the border, migrants disembark and cross by foot.

Hungary built a steel fence to shut down asylum seekers' route over its southern border with Croatia, similarly to the barrier erected on the Serbian border earlier. There were 626,000 asylum applications in 2014, an increase of 195,000 on the previous year, Eurostat figures show.

German Chancellor Angela Merkel is in Turkey in an attempt to persuade Turkey to accept the EU's action plan.

For hours, migrants sought ways to sneak into Slovenia, before Slovenians eventually let them all into the country. That country has made a decision to limit the number of migrants who can cross each day.

"The selection by Hungary to close its edge has definitely added to the anguish and anguish and the amount of the journey for these distressed individuals", said UNHCR regional spokesman Babar Baloch.

Slovenia did gradually admit Monday's new border arrivals, leaving just 500 from the overnight train still waiting in the rain by the afternoon.

Croatia said it would begin directing migrants to Slovenia instead. They have been stranded in the cold weather in the Balkans since Hungary closed its border with Croatia early Saturday and the flow of people was redirected to the much slower route through Slovenia.

Slovenia said Austria was accepting a maximum of 1,500, far fewer than were previously entering from Hungary, though the Austrian interior ministry said it could not confirm this.
